Deportees' Status

NPR's Phillip Davis reports on the large number of foreign citizens detained by the Immigration and Naturalization Service, who haven't been convicted of any crimes. Of the 188,000 detained last year, 40 percent fit that description. They are jailed along with hardened criminals. Most of the INS detainees have entered the United States illegally, have overstayed their visas, or are seeking political asylum. The detentions are part of an INS crackdown that began in 1996. Davis's report is part of a week-long NPR series on how the Sept. 11 terrorist attacks are affecting U.S. immigration policy. (8:40) For more on immigration since Sept. 11, see an NPR News special report on immigration.
