You are paying for the "web hosting" and the "domain"... that is, this site, (and the forum) are hosted on a computer somewhere in the US of A, somewhere so that every time someone types www.fredparhad.com, it responds and sends your web page to it. I know that you aren't too technical, so I'm trying to "dumb it down" for ya. Anyway, this site came with a 'message board', but it was shit... so I found one like Bethsuryoyos and Ghassan's (less the Ghass), and it was free. I installed it on the server, but some of the posts are upside down, while others aren't... so strange... kind of like our community. It's fitting.
