xxx OK, so the company *should* be held accountable for whatever it fails to do regarding the protection of neighboring citizens. BUT, as we all know, companies, esp. the bigger ones, like to lie, cheat & steal. SO, I suppose a government & groups of concerned citizens ought to be monitoring water (& *air*, if applicable to a company's waste output) quality, as well, to keep the company in check.
