xxx They are talking about merely "reducing the visibility & predictability of [US] forward-deployed forces [in the Gulf]. They are not talking about reducing the forces, themselves... just how they can change military strategies so that overall objectives of the US gov't are no longer *apparent* to the rest of the world.
