*DEPOPULATION*

These are trying times.

The population of Assyria of Iraq is being drastically reduced by the
calculated onslaught on our brethren there.

This is not a new trend. As a matter of fact those of you that have read
my book /'Mount Semele'/ (Chapter Thirty-Five, pp. 171-178), this
reduction or as it is called in legal terms 'Depopulation' has been
rampant throughout the ages. This is how the aggressors succeeded to
legitimize and appropriate our country. The persecution is one thing.
Our forefathers fought bravely and defended their homes, townships and
villages however the fear of seeing their dear ones being massacred is
another. It is that fear that made them leave the dwellings and the land
of their ancestors for the newcomers onto the scene, be they, Turks,
Azaris, Kurds, Yezidis, Turkomen, Circassians, Bedouins, even Touaregs.

This is the reason that the people that had built the first cities,
monuments, halls of learning, dams, streets, sewers, and whatever else
is in use today in urban surroundings, suddenly had become vagabonds,
roaming the world to find a place to live in peace, whereas, the
vagabonds that were roaming the world for millennia, suddenly become
city dwellers.

*PLAN OF ACTION*

For the past nine months I have been working on an agenda to reverse the
trend or trends we have been pursuing, here in the United States and all
over the World.

I came to conclusion that the ill perpetrated against our existence was
from within rather than from without. In other words, we had failed to
do our homework, and the rest of the World deployed our weaknesses
against us.

We have to become *PROACTIVE* rather than being *REACTIVE*.

The difference between the two is that the latter is merely deployed in
the face of a fait accompli (an accomplished fact), whereas the first is
a stable administration, designed to promulgate policies in perpetuity,
rather than randomly.

*ICGA*

*Interim Committee for the Government of Assyria (ICGA)* was launched in
Toronto, Canada, at Hubner University, on August 7, 2004 - Assyrian
Martyrs' Day. Introduced at the Santa Clara Convention Hall as a Seminar
for the public at the AANF Convention, it was also exemplified to the
Delegates of AANF, on September 3 and 4, 2004, consecutively.

This Program is affixed to be presented in:
1. *Turlock, *at the Assyrian American Civic Club, on Friday, November
5, 2004
2. *Los Angeles, *at the Assyrian American Association of Southern
California, on Sunday, November 28, 2004
3. *Las Vegas, *at the Assyrian Las Vegas Society, Western Sahara
Library Auditorium, on Sunday, December 11, 2004
4. *Chicago, Ceres, Modesto, Phoenix, San Diego, San Jose* are targeted
for the presentation of ICGA
5. *France, Lebano*n and *Sweden* are being considered, once the
Brochure has been translated into French, Arabic and Swedish languages.

*BRIEFLY*

ICGA is meticulously structured to obtain the highest results at least
work and expenses.

It is merely a Non-Political, Non-Affiliated, Non-Denominational
Administrative governing body, encompassing all the work of all the
Associations, and transforming their tasks into a Mono-Political
International Lobby.

*FIRST,* elections conducted on international suffrage (one person one
vote) are to be held first, in Region or Regions, depending on the areas
where Assyrian communities reside. All in all a maximum of 13 persons
that volunteer, and vie for 13 positions, are elected. These 13 persons
become Regional Delegates.

*SECOND,* Regional Delegates select from among themselves, 1 person to
become National Delegate.

*THIRD, *National Delegates select International Delegates of Governing
Body of the Government of Assyria from among the countries of the world
that have chosen to join in the workings of ICGA.

*THUS,* there shall be 13 Delegates that will be dealing with the
governments of the world, and each one in a specific category.

The Delegates that were elected in Regional and National elections,
shall then become members of the Parliament of Assyria.

In the United States, there are 13 Regions. All in all 169 Delegates
will be elected. The number of Delegates selected to the Government of
Assyria shall be deducted from the 169, and the remaining number of
Delegates shall become Delegates to the Parliament of Assyria. This
trend is to be conducted on the same format in all the countries of the
world.

*RESOLUTION*

A full cooperation is highly desirable to propagate, enact, deploy and
conduct such Presentations to be followed by Elections.

Assyria, just like all other nations is on Earth. But, there is a
difference. All Nations own a p art of the Earth. Assyria owns no part
