It is called "Propaganda" and was created by the North Korean government. Later, an American or Brit discovered it and translated it.

No, the North Korean government is not perfect, but check out this video and let me know what you think. I'm 45 minutes into it, and so far I haven't found one factual error. It really stands to reason, fact, and history.
