In the 1940's the American Mafia, the Sicilian Mafia, the Corsican Mob, the CIA, and U.S. Navy Intelligence were all in cahoots in the "French Connection" heroin pipeline. The Corsicans, who under the fascist Vichy regime of Marshall Petain in France learned from Nazi chemists how to make heroin out of opium from poppies grown in Indochina which was then under French colonial rule. The Kuomintang under the right wing Chinese nationalist, Chang Kai-shek were growing poppies in Southeast Asia to support their army to fight Chairman Mao and the Chinese Communists. The opium was then shipped to Corsican ports where chemists had labs in which they produced the deadly powder, heroin. It was then shipped to Batista's Cuba, and from there to the ports of New York, which was controlled by the Mafia.

The CIA looked the other way because they had a deal with the Sicilians and Corsicans who broke the backs of communist union organizers on the waterfronts of Southern Europe, just as U.S. Mafia goons did the same in the East Coast of America. During a crucial meeting which was portrayed in "The Godfather" the Five Families of U.S. Cosa Nostra agreed that heroin would be pushed in black neighborhoods, like Harlem, as in the famous scene when one of Don Corleone's counterparts says that dope should be sold to Blacks because "they have no soul". And in no time, Harlem was polluted along with its innocent Jazz musicians like Billie Holiday, Charlie "Bird" Parker, Miles Davis, Lester Young, and many more. No one cared. Fast-forward to the late 1960's, early 1970's, when once again the Mob flooded Harlem with dope. And it didn't help when the film "Super Fly" was released, since from that point on, young impressionable poor black youth wanted nothing more than to be the next Nicky Barnes or Frank Lucas or Frank Mathews, who were emulating the racist Italians on Pleasant Avenue by dressing like them, eating at joints "Dagos" eat and dine, and so on. It destroyed Harlem, just as it did in the 1940's. But who cares. Fast-forward to the 1980's when the CIA/Contra/Ricky Ross pipeline inundated South Central L.A. with crack and automatic weapons as a means to raise money for the terror group, Nicaraguan Contras, whom Ronald Reagan called "freedom fighters". And then the heavy-handed approach of the law landed on the strung-out, cracked-out heads of the mostly, poor Black residents of L.A. No one then had any empathy for young black kids who either sold crack or used it, or both. No cushy beach-side detox centers for the Blacks. No daily drug and psychotherapy for the "niggers", because as Don Zaluchi said to Don Corleone, "they have no souls".
