& right now, as so many people in Iraq are in dire straits, they are too busy trying to survive to see that there are snoops among them or to pay much attention to anything besides their own limited welfare.
I see.... The beast has bludgeoned its prey on its head - the prey is too stunned to do anything about its situation. This is what they meant by "shock".
