"Mr. Speaker, today I will talk about Henry Kissinger, his consulting firm Kissinger Associates, two former Kissinger Associates directors, Lawrence Eagleburger and Brent Scowcroft, and the chief economist at Kissinger Associates, Alan Stoga. I will explore their links to Banca Nazionale del Lavoro [BNL] and Iraq, and the Bush administration's handling of the BNL scandal. But first, I will provide some background information on the BNL scandal..... "As previously established Bush was thoroughly aware of Iraq's pursuit of nuclear weapons capability. Iraq pursued its nuclear weapons program through the use of front companies such as Matrix Churchill-a London based network company- and unregulated banks like the Banco National Del Lavorro (BNL), a member bank of the Trilateral Commission, to finance these operations with organizations like Kissinger and Associates benefiting from quid pro-quo business deals directly, and GM, Eli Lilly (a company Bush was the director of) and it's subsidiary Elanco that supplied fertilizer (pre-cursors to bombs) to Iraq, et. al., making the profit. The Head of the House Banking and Finance Committee Henry Gonzalez of Texas issued the following statement on the floor of Congress on February 18, 1993 regarding its investigation into 'Iraqgate': 'There is no doubt that President Bush knew what Saddam Hussein's ambitions were. It is clear that he believed Iraq could be kept on a leash. He was willing to tolerate Iraqi efforts to buy extremely dangerous technology--believing that if things threatened to get out of hand, the leash could be pulled tight and Saddam Hussein stopped. However, as I will show today, there was a great deal of difference between assumption and reality. When it came to Iraq's efforts to build a nuclear weapon, the United States Government knew all about it, but while one arm tried to stop the shipment of critical parts, another agency[the CIA] arranged to have them sold anyway. The case of the nuclear triggers shows how deeply incompetent the Bush administration was, when it came to carrying out its policy of keeping Iraq on a leash.' (Congressional Record House 2/18/93 103rd Cong. 1st Session 139 Cong. Rec. pp. 703) ..... That Iraq's 'terrorist nation' status was revoked at about the same time that BNL, Kissinger and Associates, CCC the Iraqi Business Forum and other special interests got together. A coincidence? This is inconcievable with the information I have presented. It has been established that many of these officials and Bush and Reagan were invested in or had a business relationship with many of the companies vying for markets and contracts in Iraq: Bush and Eli Lilly as well as Zapata oil . Iraq has the second largest oil reserves in the world next to Saudia Arabia and the largest natural gas reserves with Rumailiah, as all critics agree, was a hotbed of contention before the [the first Gulf] war."
