After more than doubling its count of people killed and injured by international terrorism in 2003 by revising a faulty report used to argue it was winning the "war on terrorism", the US said yesterday international terrorism killed 625 people last year, a decline from 2002's 725 fatalities. It found 3,646 were wounded last year, above the 1,593 initially cited and the 2,013 in 2002.

What on earth was the Bush administration thinking in issuing this report? No matter which “side” you one, this report can only cut with both sides of the blade for Bush.

International terrorism accounted for tens of thousands of deaths in 2003. Did the Bush administration fail to include the 632 Palestinians, the 7,350 Iraqis in the major combat phase alone, the 734 Afghanis killed by Coalition forces in Afghanistan, let alone the hundreds of Mujahideen who died defending them, and we haven’t even gotten to Chechnya, Algeria, Sudan and a host of other counties let alone the dozens of international bombings that occurred. The number of wounded is beyond comprehension. International terrorism is not just up – its way up and Americans know it.

The errors in the annual "Patterns of Global Terrorism" report has not just embarrassed the Administration and hurt its claim to be prevailing in the war on terrorism, a key part of U.S. President George W. Bush's re-election strategy its entirely off the mark. While we know George doesn’t read the newspapers, can a President really be this misinformed.

The criteria for this report must have been interesting. What qualifies for international terrorism? An invasion of a sovereign nation country without out cause and that has not attacked? That’s international terrorism. The illegal occupation of a country in a land grab? That’s international terrorism. The systematic genocide of a people because of their religion? That’s international terrorism.

And what about all these bombings? There is not a country in the world that Americans are now safe other than their own. Why is that? Because it is carrying out acts of international terrorism all over the globe and those who fight it have to take their shots where they can.

Of course we have to take into account the fact that America doesn’t include its own terrorism into the equation and surely that accounts for the substantial difference in numbers. Even if we were to accept these figures, the picture is disturbing. How on earth can this Administration justify some 870 American lives (according to their political accounting) for a mere 635 internationally? You do the math. More people are killed in traffic accidents around the globe in just an hour! And America is winning the “war on terrorism”?

Thank goodness most of us aren’t that stupid. We all know international terrorism is up and as long as America continues on its imperialistic path, it will continue to rise because terrorism is rooted in its own reckless foreign policy.
