However, After WWII, Brits lost its supreme power and it started to struggle as Empire. In midest of all this a new Empire rose, an Empire called United States of America which it has dominated the entire planet since then. And that Empire has been on a steadfast move by people like the one you mentioned (Cato Institute) recommendation and studies.
