I encountered that in Nogales, Istanbul and in Brussels.

Ignorant, arrogant tourist filth go abroad to sight-see what's safe and convienient for their sensitive skin. They don't want to be bothered by the realities most of these countries. Similar to their own country. The poor are mere pests. The Ugly Americans don't see the dignity of the poor. Probably because they have none of their own.
