In Cochran's book he discusses the history of the LA police department, which he got first-hand when he was hired to reform it...after WW II the new police chief deliberately sought recruits from anywhere BUT LA..he wanted outsiders who would be loyal to their chief and the department and not their new neighborhoods...and that's exactly what the LA PD became: an occupying force, not civil servants.

I imagine that after that war was when all the war-workers, who'd flooded up from the South to get good paying jobs, and who were now being let go, were seen as a "problem" by the whites there.
